Very well said. It appears as though your goals and the author's are essentially the same, but yours comes with valid preconditions. it is not unlike what we did with the South after the Civil War (although reconstruction sadly lasted too short of a period of time and the Rutherford B. Hayes election scotched any true, long lasting reform). This is not about denigrating anyone, but it is holding them accountable.
